This envelope is a notification that your inbox contains new messages. Once you've clicked on the envelope, and you have been brought to your inbox, you can click on any one of your messages to view it's details. If it is a friend request, the title of the message will read as such. Once you've opened a new friend request to view the details, you will notice a red button on the bottom left of the page which reads "accept invitation". Now you have new friends!
